The officer allowed this to happen ended her life threatening charge by shooting her.

In fact, he apparently already thought or knew she had a weapon...
Tell me, do you think that it is at all possible that he chose to wait for back up before attempting to cuff her, because he suspected that she had a weapon but was not able to find it?
Is it at all possible that he thought he might be safer waiting for assistance in executing a dangerous arrest?
Also, is there some problem in waiting for the investigation to complete in this matter?
If he cannot give some satisfactory explanation as to why he didn't secure her, I imagine he is going to be facing some problems, though murder or manslaughter isn't going to be one of them, because as you stated...of course not, his not cuffing her did not give her the right to try and kill him, nor did it mean that he forfeited his right to self defense.
Well, he was sitting on top of her, all he had to do was remain there another minute or two....

If the officer thought the suspect had a weapon, why in tarnation would the officer get off her once he clearly had her subdued and then move away from the suspect, allowing the armed suspect to get up???
