Some cultures may only consider a "rule" to be a rule if there are serious consequences imposed for violation. Having somebody else annoyed is not a "consequence" to the rule breaker, unless the annoyance results in bad things happening to the rule breaker.
Yes, there’s this pesky thing called basic respect for others. I saw it over and over, particularly with foreigners I worked with. There was often very little regard for “rules”. In labs, “rules” ie. protocols, are extremely important to smooth running of things, as well as achieving accurate results.
