To: Tolerance Sucks Rocks

Has there ever been a president who decided arbitrarily which federal laws he would decide to enforce and which he would ignore? I can’t seem to find an example anywhere in our history.

George H. W. Bush made up a no-net-loss-of-wetlands regulation practically out of whole cloth. Then there were the George W. Bush signing statements.
