Mexicos state-owned oil company acknowledges that pipeline thefts have gotten so bad theyre causing gasoline shortages in some states.
The Pemex oil company says thieves repeatedly drilled illegal taps into pipelines carrying gasoline from refineries to distribution centers in north-central Mexico....
Thieves drilled around 2,500 illegal taps in the first nine months of 2104, and stole more than $1 billion in fuel.

The cartels are running into serious trouble, first legalized marijuana cut their profits so the turned to stealing gasoline, now the reduced cost of oil is cutting into their gasoline theft operations and on top of that Lord Foul has become the biggest coyote in the hemisphere cutting into their human smuggling operations!
This seems made for drones and sensors, a few reaction teams wouldn’t hurt.
I know planes are used in the US.

Inspections, usually on a weekly or bi-weekly basis for visual evidence of leaks. Would be easy to get around by just knowing what days the planes come by.
Low altitude and low speed would also be a sitting duck for ANY type of ground fire the cartels especially would have available to them.

..from what I’ve heard paying for anything in Mexico, occurs only next to the northern border, Mexico City in official bribery and Tourism cities in Southern Mexico.
Are we talking about a metal drill bit being used on a pressurized steel pipeline full of gasoline? I’m sure I could do it 99 times out of 100 without causing a spark, but you know, there’s that one time that would pretty much ruin your day.

Well, for a little insurance for that one time out of a hundred where you would cause a spark, I recommend you have your drilling/tapping operation covered by a flow of nitrogen gas. It’s easy enough to do. And, who knows, FReepers may need to show all sorts of ingenuity in the future.
I wonder if your average Mexican gasoline thief in Mexico has access to compressed Nitrogen. I'd just drill through a gob of lithium grease, but with either or both I'd still be dropping bricks over that potential little wisp of oxygen that finds its way into the middle of things.
Never heard of a hot tap? It is done all the time, nothing to it if you have the right equipment.
