My own answer was, and still is, that their society is crypto-matriarchal. The men are weak, except when they pack up in ruthless, rootless, hypertrophically macho groups of sicarios, gangbangers, Zetas, and so on. Even then they are weak: typical cartel bangers are actually underpaid and poor and have short shelf lives.
