If the police collected the chained-together people onto a flatbed and took them someplace where they are not blocking traffic, they could leave them there and say, call your friends and backers to unchain all y’all, have a nice day, we would not need a new law or five.

I don't disagree with you at all. But in the society we've devolved to, especially in terms of litigation and the judiciary, the scuzzy protestors would end up very, very wealthy when it is all over.
