Regardless if it was true that Obama can run businesses, big or small, better than owners can, it remains that, regardless what FDR’s activist justices wanted everybody to think about Congress’s Commerce Clause powers, FDR’s justices wrongly ignored that the Supreme Court had historically clarified the following. The states have never delegated to the feds, expressly via the Constitution, the specific power to regulate intrastate commerce.
”State inspection laws, health laws, and laws for regulating the internal commerce of a State, and those which respect turnpike roads, ferries, &c. are not within the power granted to Congress [emphases added].” —Gibbons v. Ogden, 1824.

So if Obama wants to run businesses, big or small, then he must first do the following. He must lead Congress to propose a business amendment to the Constitution to the states. And if the states choose to ratify Obama’s amendment then the feds will have the constitutional authority that they need to regulate intrastate businesses and Obama will be a hero.

Your point is valid. However, as of today it’s now legal to travel to Cuba and buy stuff with your credit card. I don’t know why they stipulated that. Could it be because the official boycott mentions cash since credit cards weren’t around back then? If not, he just did something he needs congress’ approval on.
