It’s worked very well for Israel.

Israel uses that tactic against terrorist organizations. The Iranians fighting Isis are elite military personnel. If a commander is killed someone else will move up. Since wars tend to begin with older men and desk jockeys in command positions the practice of targeting commanders might actually be a bad idea for Isis.
