Even during Boot Camp, there are separate standards for female recruit.

Males MUST do 3 pull ups to pass, female recruits do no even do pull ups, but a flex hang.

They just do not have the strength in their arms. Not sure but I suspect it has to do with female physiology and anatomy.

The sex hormones, estrogens and testosterone, govern the relative proportions of slow twitch and fast twitch muscle fibers a person has and their relative sizes. Female hormones produce a greater proportion of slow twitch muscle fibers, whose rich supply of oxygen carrying blood and other advantages permits them to sustain contraction longer with less fatigue and less power than fast twitch muscle fibers. Male hormones produce a greater proportion and greater size and mass of fast twitch muscle fibers, whose lesser blood supply and other disadvantages results in fatigue and pain in much less time and short bursts of substantially greater strength than slow twitch muscle fibers.

Over time male-to-female transgendered persons under the influence of female hormones undergo the replacement of their muscle mass with the greater proportion of slow twitch muscle fibers characteristic of females. This replacement of the fast twitch muscle fibers results in reduced muscle mass and strength and increased endurance and healing capacity. Likewise, female-to-male transgendered persons undergo the replacement of their muscle mass with the greater proportion of slow twitch muscle fibers characteristic of males. This replacement of the slow twitch muscle fibers results in increased muscle mass and strength with greater limitations due to a female skeletal capacities and decreased endurance and healing capacity.

The contrast between the sex hormone exposures highlight the differences between the potentials for development of muscle mass and strength available to different sexually determined skeletal structures.
