Didn't realize America had any jurisdiction on "Sovereign" tribal lands...
Always have had, once they discovered what they thought were wastelands - are ABOVE ground - that they 'gave' the Indians turned out to have 'riches' under the ground. THEN - the GOV"T claimed control over anything underground...and let anyone BUT the Indians claim leases and rake in the riches.

They also going to refine their own oil from the property.
