A lien against a vehicle that is asserted by an auto mechanic is technically not a "mechanics lien." It is an "artisans lien", but it operates in a similar fashion to a mechanics lien. A mechanics lien can only arise against real property i.e., land or buildings. If a person (licensed repair facility) has repaired, furnished supplies or materials, towed or stored a vehicle and has not been paid for the services rendered, that person has a lien against the vehicle. The lien arises at the time the registered owner is presented with a written statement of charges for completed work or services. Although if services were performed that were not agreed upon and no written and signed estimate was issued beforehand, a mechanic has no right to keep the title owner from reclaiming the vehicle. If a mechanic asserts a fee that is not reasonably related to the work performed, and refuses to return the vehicle until that price is paid, the owner of the vehicle will be able to recoup a storage fee from the mechanic, as the mechanic is in the wrong for refusing to return the vehicle. In doing so the mechanic would commit the crime of conversion, or embezzlement.
A citizen shop owner knows he can slap a lien on the vehicle. A foreigner may not know that.
A citizen knows you forfeit all rights to any money, both your money and their money, when you shoot at the car.
$3,000 for repairs? I wonder what the damage was before or were they ripping her off? Mythbusters did a show where the guys tried to hang onto a car but could not. They also did not shoot at the vehicle. They should have used a Cadillac Escalade.

Good grief, the morons, first the thieving car owner that thinks she can just drive off, second the idiot that follows the car firing “at the tires” like some movie scene. The only one I admire is the dude who jumped on top. And, hmmm, let’s see, 24th and Indiana, guessing it was a mom and pop shop that couldn’t afford to lose 3K.

I’m on the roof of an SUV roaring down the highway in winter, I think I’m not too thrilled to hear shots ringing out from the chase car.
