Foley was ousted as speaker because he lost his re-election to Congress. It had nothing to do with the votes in his caucus.

You are correct. Foley (D-WA) lost his House Seat (and, of course, the Speakership) in the Republican wave election of 1994. This was the "Contract for America" election.

Newt was the next Speaker.
