I’m just saying .... in OKC... right now.. if a cop pulls up and there are a number of “yutes” hanging outside a store wearing hoodies... they already make contact with them. If they suspect anything... they make contact right now.. without a hoodie law.
Because staring doesn’t let him know one is an escapee, one has a warrant, and one is stoned out of his mind, or one is a savable 16 year old that the cop knows his parents are trying to straighten out. There isn’t the slightest thing wrong with the cop making contact.
If they are indeed up to no good, and he has conducted a fully legal reasonable suspicion Terry stop, now he has their names etc. Makes them think tonight is not the night to hit elsewhere.
But if its the front line of the high school football team, divvying up their money to buy candy beef jerky, and discussing how they seem to be a little short, he maybe buys em a bag of jerky and they stand around talking about tomorrows game a few minutes. Tell him to get home early so they are well rested to beat the enemy team. Tells the short he’s got a good throwing arm.
It happens everyday somewhere.
