How about everything that's not commissioned directly or one-step indirectly by the Constitution — that'd leave us with:

1. Post Office
2. Patent Office
3. Secret Service (investigating counterfeiting only; no protection services.)
4. Army
5. Navy
6. Department of Transportation (stripped of regulation-authority; tasked with maintaining the interstates and providing services such as weighing and escorting over-size loads.)
7. IRS (unless you want to argue/prove the 16th amendment to be invalid or otherwise disallow individual income tax)
8. Dept of State (stripped to the diplomatic corps.)
