California has huge state debts, primarily for pensions of govt employees.
They are betting heavily on a federal bailout.

I don’t think there will be as big a run on the DMV as expected because the illegals will be reluctant to pay the fees, much less buy insurance; which, as I understand it, is a prerequisite to getting a CA license.
