The root cause of many of these problems is the Public School System. Causing the little ones to stumble by teaching that perversity is normal and lawlessness is cool.
The proximate cause, perhaps, but certainly NOT the root cause.
The clear root cause is the decay of society generally, denying a moral dimension to the concept of "humanity," and the resulting hijacking of the legal system by the perverts, their families and friends.
And, of course, the tacit approval of 96% of normal society--- by acquiescence, which is light years away from tolerance..
