Before Rudy came around, the small crimes were overlooked. The city fell into crime and disrepair.

Rudy went by the “broken glass” theory of policing where minor crimes are upheld and the rest follow.

It has works for decades. Now deBlasio and we’re back to ignoring minor crimes.

When visiting the City, I used to give the “squeegee man” a buck to NOT wash my windshield. Kept $40 in my wallet, so if I got mugged, the crook would have enough of a haul to be satisfied, and distributed the rest of my cash between both socks, and other pockets.

Drugs, gambling, and prostitution flourished, on the sidewalks, parks had needles in the flowerbeds, not flowers. If you needed a cop, the best place to find one was in an alley, adjacent to a bar, but the only purpose they served was so that a bad guy wouldn’t follow you. Most NYPD on the beat certainly didn’t care about anything less than a major crime.
