First off, these courses are generally off limits to non military. One would believe they would be his least physical worries regardless of their feelings about the bum. Besides that, seems to me they are relatively secure and it is not like the emperor is going about his hacking without an army of personal guards. So, the taking everyone off the course the day he plays is nothing but his being a p...k.
What a jerk
Most military facilities, including golf courses,may indeed be unavailable to civilians, but up here in the Frozen North our civilian community members can in fact purchase season passes and compete in tournaments. They can become members of the club and attend functions.
