What is the difference between a citywide alert and a "tactical" citywide alert?

The description of the situation involves “every available officer” being sent to the area. The “tactical alert citywide” thing must mean officers from all over the city being sent to the scene.

I think a tactical alert means the police have changed their tactics, their procedures, as a result of the incident.
