Sub-Saharan Africans are genetically violent people. We have been denying it because it is not politically correct to say so, but the facts are staring us in the face. A black male is 13-16 times more likely than his white counterpart to commit a crime where the victim is injured.
We are just lucky for two centuries of genetic dilution.

The problem with your theory is that in the Middle ages, the homicide rates in Europe were similar to what we see in urban ghettos today.
It is not genetic, but cultural; principally the lack of trust in a criminal justice system.
