No, this is a gun.
FWIW - I am qualified, although a bit rusty at the moment, to run the fire control for these beasties. I was at the gunnery school at Dam Neck, VA with my division when President Reagan decided to bring back the battleships. It took us about 15 minutes searching through the storage area for the Training Devices. We spent the rest of the day getting qualified to run the Fire Control system. It was amazing how easy it was to operate.

GUNS ARE ILLEGAL IN NOO YAWK!
There CAN’T be any guns there, there just CAN’T! They were legislated away by caring feeling progressives.

“Arsenal” - par for the course in NY.
Back in ‘94, Chuckie Shumer was pushing for an “Arsenal License”:
“Section 204 - Prohibits a person from possessing more than 20 firearms or more than 1,000 rounds of ammunition unless the person is a licensed dealer or has been issued an arsenal license. Direct the Secretary of the Treasury to issue such a license if specified conditions are met, including the payment of a $300 fee for a three-year license period. Subjects the holder of such a license to all requirements pertaining to licensed dealers. Sets penalties for violations.”
Section 310 - SEC. 312. DEFINITION OF FIREARM EXPANDED TO INCLUDE COMPONENT PARTS.
Section 921(a)(3)(B) of title 18, United States Code, is amended by striking “or receiver” and inserting “, receiver, barrel, stock, ammunition magazine, or any part of the action”.
That died in the election slaughter of Democrats that year.
