It was actually Chief of Department Philip Banks from the NYPD that did that.

Yes I know. But who do you think ordered him to give that order? He didn't just wake up that morning and say, "I think we need to start cracking down on people selling loose cigarettes". That's not how it works.

Banks retired shortly after all of this transpired incidentally and hasn't had much to say about that aspect of this from what I have seen and the media seems dead set on maintaining the BS narrative so they aren't going to dig into this.
