That sounds to me as circular reasoning and ultimately racist.
The usual criterion for judging whether brains exist is using them for measurable results, not merely intent.
"characteristics of the black community" sure sounds more un-PC, erudite and unverifiable, though.
My point in my post was to cite the nature/nurture differential; black kids have been getting a steady dose of bad nurturing which derides self sufficiency and educational achievement thus promoting laziness, versus the stale argument that black brains are not sufficiently developed to succeed in the modern world at more than a thuggish level.
