It is in fact the exact opposite.
It props them up, allows them to take credit for whatever improvements occur and solidify their power.
It allows the communist party members themselves to become very wealthy and then have undue influence in their country and internationally.
...and by sharp contrast, our 52 year trade embargo against Cuba worked wonders by overthrowing the Castros and the Cuban Communist Party. Oh, wait...
