Speech writer fail, or TOTUS fail and ad libbing? Or speechwriter or TOTUS intentional fail. This guy can be made to say the stupidest stuff, because he has no knowledge or discernment, only a heart of evil. Kind of like a jihadist waving a sign that declares Death to all Juice.
