The federal government should get out of education altogether. For that matter, there should be no government involvement in education at any level. The worse thing that happened to this country was government taking over most of the responsibility for schools and colleges. Education will not improve until education is privatized. Until then, it will continue to increase in costs and decrease in quality. Government can’t run a 2-car funeral.

I'm pretty sure I know what they're trying to say, and if I'm right, there are many ways to write a valid sentence conveying the thought. I believe they've used at least three of those ways here. As Tax-Chick would say "Word Salad!"
