If you slow the video down you can see that his left hand is pulling on Garner’s upper chest, not his neck. Only after Garner pushed him into a large glass window and he thought he was going through it did Pantaleo put his arm around Garner’s neck. But he still didn’t apply enough pressure to damage the trachea or hyoid bone, and Garner remained conscious until well after he was on the ground.
