I have just looked at the video of the incident, but it sure looked like police brutality to me.
At best he was resisting arrest, when they tried to cufff him he pulled away. Dont think there was a need to bring him down at this point, could have dicussed this a bit further, he was selling cigarrettes for god sake not dealing pimpng or gangbanging.
