Again, that depends on how you define “chokehold.” According to the NYPD Patrol Guide definition (”A chokehold shall include, but is not limited to, any pressure to the throat or windpipe which may prevent or hinder breathing to reduce intakes of air”), he most certainly did use a chokehold.

You can believe that the sky is green but that won't make it so. I've watched the videos a dozen times. At no time does the officer use a carotid or trachea chokehold. He uses a headlock which controls the head, used for restraint and is legal.
