This is part of the left’s movement towards making police forces nationalized...either by making a national police force (unlikely) or by placing restrictions and national standards (think leftist agendas) onto local police and sheriff agencies (more likely).
They will move towards required accreditation standards if you accept fed $ then push the leftist statist agenda upon agencies through accreditation.

Seems clear to me that he is saying that we, as a nation, should not allow the police to be viewed as an "occupying force."

I suppose you are joking, but it’s clear that “cannot be” and “cannot be seen” are of a piece, and he means that they ARE, and ARE seen to be an O.F. , and if you don’t believe the first, the second is enough to certify that they need to “change”, i.e. be swept away by the forces of righteousness.
