There are enough CO2 molecules in 0.04% to absorb every infrared photon emitted from the earth's surface in the first 10 meters of atmosphere. Those CO2 molecules almost instantaneously transfer that energy to the N2 and O2 molecules making them warmer than they would be otherwise.
