An annoying page telling us nothing.
All you need to know is that disaster preparation is *your* responsibility.
The state and federal governments cannot be relied on for anything.
Except maybe sending jack booted thugs around to confiscate your firearms, forceably evict you from your home and, in the event of a really big disaster, probably confiscate your emergency stores.
You won’t need then anyway after being dragged out of your former home and relocated (incarcerated) in a FEMA shelter.

Yup. I think we would all be better off without FEMA. Its not that I see no role for government in disaster relief, I just don't think taxpayers should pay to rebuild private property again and again. Besides, the potential for disasters in the individual states are different.
Here in Michigan the risk of serious flooding is low and Blizzards are just winter weather. We could put a couple hundred million dollars aside to help pay for clearing the roads in the event of a major blizzard and be good to go.
Frankly I'd really rather have the national guard handle emergencies. They're pretty good at getting in, assessing damage, and starting relief and clean up efforts.
