My understanding is that years ago there were very specific foods that could be bought with food stamps; people couldn’t buy liquor or cigarettes, for example.

That is still true for food benefits which are called Link today. The more general EBTs are harder to control which is why we keep seeing scandals about them being used at casinos and such.
