The person in front of me at my local Kroger Store had two carts with 48 cases of Coca Cola, nothing else. He paid for it with his food stamps EBT card.
I asked the clerk about it and she explained that she's never allowed to comment on such situations.

He was going to dump the Cokes out in the parking lot then return the cans for cash, most likely to buy a gram of weed or something.

I hear you. I'm smack in the middle of farm land, NC. We import Hispanics and Haitians to do the farming work: and the grocery stores here (Piggly Wiggly) have products marked EBT. The blacks don't work. They sit on their porches all day long while everyone else works. I'm not kidding. I can drive through town, and the only people that are not working are blacks.
And the Hispanics, Asians, and Haitians (as well as the white farmers) know this is FACT: they can't get the blacks to work because of government welfare.

What's amusing is that he would have gotten more for his money at Walmart, Kroger being one of the most expensive grocery chains (but also biggest, due to good customer service) around.

That is because stores and suppliers steal more cumulatively off these purchases than the individual thieves.
The scam must stop.

They put welfare and food stamps on the same card. You can spend welfare on anything you want

In a bottle deposit stare, right? They can’t pull cash directly from the card but can buy bottled stuff, drink it or pour it out, redeem the empties for cash and buy a few rocks, etc.

He probably sells them to a bar or puts them in vending machines for sale. He wants cash to buy what he wants.

I read somewhere the trading of soft drinks purchased with EBT cards is an underground activity in Appalachia. The trade with convenience stores somehow gets cash in the hands of the EBT card holder to buy meth and oxy.
