Although that sounds sad for the innocent trapped within, at some point there isn’t enough manpower to contain them and it’s not worth the risk to the police, national guard, etc.
Lower class Black violent communities cannot survive on their own without the police playing their roll as surrogate father to rebellious children...and the EMT'S as their mother to fix their boo boo's.
