On your observation — Given the way the Justice Department operates, is it conceivable that the feds have NOT: bullied their way into the GJ room and process, bugged the room, manipulated the judge, and/or identified and threatened the jurors? The jurors have to fear that their identities will be revealed to the media and screaming mob, that a “no bill” will be an excuse for riots and murder, and compromise their own lives and families permanently. The process is biased for indictment already, for it would take substantial courage and integrity not to indict.

General thought — The threat of accusing the prosecutor of bias hangs in the air; it seems superfluous for the feds to risk being caught by literally pronouncing it. IMO, the GotNews? story is someone’s attempt, using the old “anonymous source”, to draw attention to exactly what you focused on: federal corruption of the Grand Jury process.
Unfortunately, what would be done if gross corruption is exposed? Precisely nothing.
