The article is factually descriptive. The big problem with blacks being low intelligence and poor impulse control. Those two disabilities reflect the racial average, there are exceptions due to the variance in the factors of intelligence and impulse control. The exceptions are rare and the question being should social policy be guided by such rare exceptions. We all suffer by incompetence. Our education system is a disaster due to racial factors, our space program is a disaster due to racial factors and Muslim outreach, our veterans are being killed due to EEOP, etc. etc. What a mess!
