So what’s needed is for a business owner to refuse to hire an illegal n the basis of having provided an official but nontheless illegal green card.

Let the illegal sue, and take it up to the Supreme Court. While one can, sort of, make a very convoluted case for deferred prosecution, there’s absolutely no authority for the President to issue new classes of green cards without Congressional ok.

There is no legal basis for it. Which is why Obama is going to let the Republicans push through "immigration reform" which will be amnesty with their names on it. Then, the Dems will get the voters, and the Repubs will get the blame.
