This is brilliant! No woman will want to admit that she doesn’t have Tempting Eyes, so all women will voluntarily wear veils....and nobody will have to be cited!
In fact....I foresee a competition amongst the women to see who can wear the heaviest veil....soon they will all be stumbling around completely blind....
Which raises the question....wouldn’t it be more effective to just gouge out all the men’s eyes? After all, a veil might fall off.
