The GOP needs to give Obama appropriations with only non-discretionary spending and if he does not sign then he shuts down the government but if he does then he won’t have any extras. I don’t think websites or navigators are non-discretionary.

Some people got free stuff, which = Democratic voters. The problem was not enough captive Democratic voters. The people who were screwed wouldn’t vote for them anyway.
