On the one hand I don’t want to pay extra to get youtube or netflix. My speeds are already crappy for the price I have to pay for Uverse. I don’t want to pay extra for services/websites that have been “free” for the last 12-15 years.

when you use a utility, that creates details on a document which is highly public.
That means anytime law enforcement is interested in those details they can get them.
if your internet surfing is part of your use of a utility, they can find that out easily.
It’s not about “free speech”. More like your ISP making you pay more if you want to watch Youtube or Netflix or other websites. I think.
