this former SEAL apparently did not serve the required amount of time on active duty to be transferred to the retired list and receive the benefits of retired pay, medical, etc.

I think most of us understand that. The question is, why did he leave early? What little we've seen doesn't answer that question. Was he forced out, or he just had enough, or maybe he thought he would get work as a consultant?

Its just odd.

Lawmakers get 10% pension even if they only “serve” 5 years. Most gov’t employees have a formula of a percent times number of years. They get something even if they only work a few years.
