2034 / 3161 is approx. 2/3 (OR .666)
So the 6.6 is correct...
Ah, I got it -- I left the M marker on my notes -- (stupid order-of-magnitude errors!) -- it's $6.6.
Thanks for the catch.

This article puts the website cost at $5bn, and I don't think I've seen anything about what's been paid for it in government-employee/-hardware-infrastructure costs... So this all is just a lower-bounds anyway.
