"The poor" should live in barracks under supervision and be dispatched to the various businesses to earn their benefits. If they gain skills and can be encouraged to climb the wage ladder, they could begin to work towards entering the regular work-force.
This would only work well in a thriving economy, and with deportation reform.
That would require a bureaucracy a lot bigger than WPA/CCC to get them to their jobs.
