If that's the plan "detectives" were using in Liberia and S. Leone, then no wonder the disease grew out of control in those countries.

No, the disease spread partly because there were not enough "disease detectives" (aka epidemiologists) on the ground to conduct the contact tracing and monitoring that is necessary whenever there is a disease outbreak. There also are not enough medical facilities to take care of the sick, leading to family members becoming ill when they take care of their loved ones who have Ebola.

One of the major reasons we have the luxury to not worry about dying of some infectious disease is through the work of epidemiologists who figure out how and why a specific disease outbreak occurred, and how to contain it. The CDC has been doing this job behind the scenes for decades, and no one ever notices because, well, the CDC is very competent at this job. I should point out that the CDC does not do this alone; it works with local and state health officials to contain outbreaks.

I do not understand why that study you linked is a “garbage study”?

The study posted is a typical epidemiological study. In order to address a problem—in this case, of high pedestrian deaths—the problem must first be understood.

I completely do not understand the hostility towards the CDC. All I can guess is that the CDC is not a quasi-military force like you see in movies, and people are upset that they see no Hollywood-style action from the CDC. The CDC is basically a bunch of lab-coated geeks, not exciting people at all, doing jobs whose descriptions bore most people to tears.

So far the false positive rate is 100%.

If there were a billion “disease doctors” on the ground, the disease still wouldn’t be contained without the right plan in place. Simply tracking the disease isn’t enough. Nigeria handled the situation well through quarantines.

They used contact tracing to identify secondary cases right away, and isolated those cases immediately when they became ill.

No country dealing with Ebola outbreaks routinely quarantines people just because of suspicion of exposure. They quarantine people who are actually sick, if there is not room in a clinic. The reason Ebola keeps spreading in Sierra Leone, Liberia, and Guinea is because there is not enough room in the clinics, and family members keep getting sick.

In the Congo: 23 October
Ebola has been ruled out in two suspected cases, as reported in the World Health Organization Ebola Response Roadmap from 22 October (PDF). The nation's total case count is now 66, which includes 38 confirmed and 28 probable infections. Five people who had contact with Ebola patients are still being monitored. More than 1,100 other contacts have completed their 21-day follow-up period without developing symptoms.

Notice, in the Congo outbreak, how many contacts were followed, and no one was placed under quarantine. The Congo outbreak is on its way towards being contained.

Hickox wasn't quarantined only for "suspicion of exposure." In addition to exposure, a forehead scan read that she had a temperature of 101 degrees.

Yes, immediately afterward, her temp was taken again and no fever was detected. But, based on the first scan, she was quarantined and tested. When the test results were negative, she was released with the expectation that she would stay at her home in Maine and continue to monitor herself.

[Nigeria] used contact tracing to identify secondary cases right away, and isolated those cases immediately when they became ill.

Nigeria tracked down contacts and routinely visited them to take their temperatures. Once a contact showed symptoms, that person was isolated for testing.
