My guess is that what you’re really after is some kind of law that prevents men from initiating romantic contact in order to prevent women from having to endure the presence of unattractive men. Let’s just criminalize male unattractiveness so that we can finally have the feminist totalitarianism that we’ve been pursuing for most of the last century.
In both cases, my answer is yes, It is violating her right to be left alone. Let me ask you this, do you think the whistles and catcalls are meant to be compliments? In most cases, they are not. They are meant purely for the amusement of the men involved. It is quite immaterial to them whether the girl enjoys it or not.
