The incubation period for ebola is 2-21 days,Actually, no. That accounts for only 90% of the cases. The incubation period can go up around 40 days.

I should have added, it varies by location. Different incubation periods for the different W African countries. Which makes sense. The virus is going to evolve and and display different characteristics over time.

I based my comment on my recollection of an article in the NE Jour. of Medicine (http://www.nejm.org/doi/full/10.1056/NEJMoa1411100#t=abstract). It turns out the incubation period is greater than I recalled, the article states “The mean incubation period was 11.4 days”. I don’t intend to be argumentative, only to show the basis for my comment.

Here's one of their charts:
The red is a curve-fit, and the blue is the cumulative probability over time. It looks like their median is 8 or 9 days.
Their data appears to confirm the WHO report in that the tail past 21 days is thicker than the CDC report indicates.
Measuring Ebola incubation times is an inexact science.
