Violating state ordered medical quarantine is a crime. And a very serious one at that.
If she were committing a crime, she would have already been arrested.
There is no state-ordered quarantine in place. Maine law requires a court order to impose a mandatory quarantine, and Maine hasn’t gotten one (yet).
