Finland is probably not Scandinavian, yet it is the most decent nation in the neighborhood. They aren’t immune to the ills of surrounding area and they have Muslims too, but they also have common sense not to push over limits with both big government and minority privilege.
Finns are not considered Scandinavians in the Mainstream; at best ‘peripheral’. Mainstream Scandinavians are Denmark, Sweden and Norway. Although Finnish language has many similarities to Swedish, as do some of the cultural aspects. But, Finland is considered more a Nordic country than ‘Scandinavian’.
