This is really kinda dumb. This little burg is surrounded by other villages/municipalities (Leominster, Fitchburg, Gardner, etc.) where the townspeople of Westminster will flock to buy their tobacco. It's not like these neighboring communities are hundreds of miles away, either...everywhere you look, there's another little town mere yards away, hungry for the sales revenue.
I guess nobody in Westminster has looked at a map recently.

No different than we have here with a couple of dry towns.
Owning a bar just across the line in a neighboring jurisdiction is just about the smartest business move a fella could make.
And those towns have been dry since before Prohibition.
